Indeed, what is a secular government?  If God is the sovereign Creator and
Ruler of all that is (and He is), what is secular?  What is outside His
control?  As the Author of all things, His is the ultimate authority.  All
other authority is derived from Him, whether acknowledged by the office
holder or not.

Junis Brutus makes this point (I think) when he speak of the covenants
between the king and God, and the king and the people.  He acknowledges his
receipt of authority from God, and agrees to use that authority to rule the
people in a godly manner.  This, in fact, can be seen in the US Declaration
of Independence, where the signers list the various (and numerous)
instances wherein the king has broken covenant with the people.
